California: A Fire Survey



Stephen Pyne is among the world’s foremost experts on fire, and the author of many books.  California: A Fire Survey presents a blazing discussion on how fire has perplexed and bedeviled the Golden State.  One of every nine Americans lives in California.  Thanks to the arrival of industrial civilization, 170 years of rapid growth, and a culture devoted to the hardcore pursuit of wealth and excess, the state’s ecosystems resemble the smashed up cars at the end of a demolition derby.

Throughout the colonization process, the newcomers were possessed with a burning desire for prosperity.  The madness shifted into high gear as the nation industrialized, and created the infrastructure for mowing down ancient forests, exterminating millions of buffalo, eliminating vast numbers of fish, and extracting valuable minerals with fanatical zeal.

When it reached the Pacific, the culture of furious greed collided with an unusually flammable ecosystem.  “An estimated 54 percent of California ecosystems are fire dependent, and most of the rest are fire adapted.”  The land has been burning for thousands of years, because of natural wildfire, and human caused burns.  This has displaced numerous fire intolerant species.  Under ideal conditions, once ignited, a California fire can burn and expand for weeks or months.  The potential for expansion depends on three things: fuel, terrain, and weather.  Of these, the availability of fuel is something that humans can influence.

There are two main types of fuel, forests (mostly in the north) and chaparral (mostly in the south).  Chaparral is grassland dotted with brush.  Much of its vegetation is flammable, and chamise is especially so.  Once it is older than 25 years, it burns with intensity, and then reseeds and resprouts.

“Malibu Canyon is to wildfire what the Red River is to flooding.”  Pyne called it a fire bellows.  It often provides an ideal combination of excellent fuel, fire friendly terrain, Santa Ana winds, and human foolishness.  It burns explosively.  Many celebrities have built mansions in the canyon, because it offers fantastic views of the ocean.  Malibu had major fires in 1956, 1993, 2003, 2007, and 2018.  While mansions come and go, taxpayer anger grows at spending millions of dollars on fire control to protect the property of the superrich.

Native Americans limited the buildup of fuel by deliberately setting fires.  When little fuel was available, fires burned with less intensity.  In regularly burned forests, fires stayed close to the ground, and were less likely to become serious crown fires.  This kept the forest more open, easier to travel in, and provided better habitat for game animals.  Regular burning thwarted the sacred sequoia’s competitors — fir, cedar, and pine.  The competitors, especially white fir, deposited thick layers of flammable debris that prevented sequoia regeneration, and encouraged intense fires that could kill the giants.  Fire made the majestic sequoia groves possible.

The newcomers to America had a very different perspective.  In their minds, fire destroyed precious timber, sending enormous potential profits up in smoke — horror!  And so, the cult of aggressive fire suppression was born.  Fight fires like crazy, in every possible way, and send the huge bills to taxpayers.  The unintended consequence of this brilliant strategy was an enormous buildup of unburned fuel over time, which set the stage for major conflagrations.  Oops!

Southern fires arrive like Godzilla.  Northern fires arrive like a flash flood or blizzard — in late August 1987, lightning ignited 4,161 fires in Northern California, destroying 755,475 acres (305,729 ha) and 42 homes.  Firefighters worked furiously to extinguish every ignition, but some escaped and spread out of control.  By and by, a few wise guys began reconsidering their self-defeating strategy, and contemplated using regular prescriptive burns to control fuel buildup.  After many decades of fire suppression, the forests had become severely clogged with fuel.  Mechanically removing fuel buildup from vast areas of forest is a huge and enormously expensive project.

Southern California fires were violent, frequent, and unavoidable.  In addition to forests and chaparral, a new major source of fuel was growing — suburbs.  Wildfires happily reduced wooden structures to ashes.  So, the wise guys created fuel breaks — strips of vegetation 100 feet (30 m) wide were cleared to separate the McMansions from the chaparral.  This often worked to stop the spread of flames, but not airborne sparks.  Regularly maintaining fuel breaks was expensive, and taxpayers bleated about the cost of prevention.

As the sprawl monster expanded, there was less and less space for fuel breaks in new developments, at which point fuel reduction implied suburb reduction, an unpopular idea.  Many, many suburbanites, for decades, with astonishing ignorance, stubbornly resisted replacing their extremely flammable wood shingled roofs with fire resistant material.  A number of local governments did not ban development in fire prone locations where the landscape was a wind tunnel.

Reducing the fuel load via prescribed burns was possible, in theory, but fire creates smoke, and smoke annoys suburbanites, especially the palace dwelling celebrities.  Smoke does not readily blow out of the bowl-like Los Angeles Basin, home to 17 million.  By 1947, the air in L.A. County was so filthy that the herd got uppity.  Numerous regulations were created, but the wildfires laughed at them.  So, the only remaining option was expensive and intensive fire suppression.

Whenever the Santa Ana winds blow, and there is adequate fuel, ignition requires no more than a spark.  In one Southern California national forest, 37 percent of fires were caused by bulldozers, chainsaws, and other equipment, vehicles caused 2 percent, power lines 2 percent, miscellaneous 14 percent, smokers 5 percent, campfires 4 percent, kids with matches 5 percent, lightning 2 percent, car crashes 2 percent, arson 8 percent, and unknown 19 percent.

In 1849, when the Gold Rush began, a city of canvas tents suddenly appeared along San Francisco Bay.  By 1906, it had rapidly grown into a major city, in which 90 percent of the structures were still wood framed.  As many other U.S. cities had already discovered, this was a recipe for catastrophic fire.  Plus, the city was unluckily nestled close to the San Andreas Fault and the Hayward Fault. 

On April 18, 1906, an earthquake sent waves across the land surface, ripping apart streets, water mains, and gas pipes.  Numerous fires soon appeared and quickly spread.  Hot air rose so fast that it sucked more heat upward, creating a chimney through the atmosphere.  Four days later, 28,188 structures had gone up in smoke, and 2,000 to 3,000 people perished.  On the outskirts of the city, only a fringe of houses remained standing.

Many homeless refugees fled across the bay to Oakland, and many stayed there.  Prior to settlement, about 2 percent of the Oakland region was woods.  As the city grew, grassland fires above the town burned often and harmlessly.  But a new gold rush was emerging — real estate development.  Suburbs were expanding up the hillsides.  Wealthy elites built their mansions where the views were stunning.

Rapid growth in the bay region increased the demand for lumber, which accelerated deforestation elsewhere.  A super ambitious developer in the Oakland story was Frank Havens.  One of his schemes was to plant fast growing eucalyptus trees from Australia, and make megabucks selling lumber and firewood.  Too late, he tearfully learned that his trees were worthless until they were 75 to 100 years old.  He discovered this after he had planted up to eight million trees along a 14 mile (22 km) strip from Berkeley to Oakland.  These trees drop lots of highly flammable bark strips as they grow, and when hard frosts kill the trees, they dump loads of highly flammable leaves.

By and by, the East Bay hills became the Malibu of the north.  Seasonal Diablo winds frequently howled in from the east, rushing through the dangerous fuel buildup.  A 1923 inferno burned 584 homes.  This was followed by fires in 1946, 1970, 1980, and finally, the Tunnel Fire of October 1991.  That year, a frost had killed eucalyptus trees, boosting the fuel load.  A record heat wave followed a summer of drought.  Many homes in Oakland were jammed close together, and many had wooden roof shingles.

The Oakland Hills firestorm began as a grassfire, which then exploded as winds gusted up to 65 miles per hour (100 km/h).  Power lines got zapped, disabling 17 water pumping stations.  Oakland had nonstandard fire hydrants, which could not be used by assisting fire departments.  In just one hour, 790 structures were destroyed.  Eventually, 3,354 houses, and 456 apartments and condos burned.

And so, dear reader, I wonder if treating an ecosystem like a treasure chest, and looting it as fast as possible, with complete disregard for future generations, using all the latest gizmos invented by mad scientists — “progress” — is truly a healthy path.  I wonder why our schools are still preparing youngsters for a life of mindless hardcore looting.  That seems a bit odd.  It isn’t even fun.

One thing missing in the book is the Big History perspective.  Fire was domesticated in Mother Africa, and the hot idea eventually spread everywhere.  Siberian hunters originally brought fire-making knowledge into the Americas.  What was California like when they arrived?  Did thousands of years of Indian burning displace fire intolerant species, and actually create a fire prone ecosystem?   

Bill Gammage described the scale of Aboriginal burning in Australia.  Most of the continent was burnt about every 1 to 5 years.  Just 40 years after the British colonists banned burning, the site of a tidy dairy farm could be replaced by dense rainforest.  This suggests that the hunter-gatherers radically altered the ecosystem.  In another book, Fire: A Brief History, Pyne described how domesticated fire altered many ecosystems.

Indian Summer


Thomas Jefferson Mayfield (18431928) was among the first Americans to move into California’s San Joaquin Valley.  He arrived in 1850, when he was six years old.  His family had moved west to get rich quick in the Gold Rush, but the gold belonged to the land, and it cleverly hid from the loony looters.  His father shifted to raising livestock, assisted by his two older sons.  Young Thomas and his mother stayed at their small shanty, near Kings River.

The wild valley was a magnificent wonderland, millions of colorful flowers, with snow-covered mountains in the background.  Neighbors included elk, deer, antelope, grizzly bears, black bears, raccoons, rabbits, gophers, ground squirrels.  The sky swarmed with clouds of blackbirds.  There were billions of geese, and flocks passing overhead might be four square miles in size (10 km2).  Huge flights of pigeons would block out the sun.  Wetlands were loaded with tules (bulrushes) that grew 20 feet tall (6 m).  Along the streams were unbroken forests of ancient oak trees.  Nearby was Tulare Lake, which was filled with fish and waterfowl.  The region around the lake was home to a fantastic abundance of wildlife.

The Yokut Indians who lived across the river from the Mayfield’s shanty were friendly.  They generously brought food to the family (…so the strangers wouldn’t shoot their guns and disturb the wildlife).  Within a year of their arrival, Mayfield’s mother died.  The Yokuts offered to take care of the young fellow, and his father agreed.  The boy spent almost ten years among the Indians.  He fluently spoke their language, dressed like them, ate their food, and had almost no contact with white society.  He helped them hunt and fish, and spent lots of time playing with the other boys.

The Indians were warm people.  They rarely quarreled, often laughed, shunned gossip, respected their elders, and only spoke when something meaningful needed to be said.  Honesty was the norm, and theft was unknown.  Mornings began with a bath in the river.  In the hot summer months, much time was spent in the cool water.

The Indians built houses made with tule mats, and some lodges were 100 feet long (30 m).  Acorns were stored in elevated cylindrical granaries.  Mostly, they lived outdoors.  Homes were only used for sleeping, and for shelter from bad weather.  Cooking, eating, and other activities were done outside.  Food was cooked in watertight baskets heated with hot rocks.  They stored dried fish, dried meat, dried grasses, acorns, and many kinds of seeds.  Tule roots were a staple food.

Around 1855, the Americans began rounding up Indians and moving them into concentration camps, known as reservations.  Prior to the roundup, many had already died from the diseases of civilization.  In captivity, living indoors made them miserable, and many died from tuberculosis and measles.  Whiskey led to painful social breakdown.  In 1850, at the beginning of Mayfield’s stay, there were over 300 in the tribe, but ten years later only 40 survived.  In 1862, his father was killed in an Indian war, and the young man said goodbye to the Yokuts and drifted away into white society.

Mayfield almost took his story to the grave.  He spent much of his life in the valley, but never told anyone about his childhood.  White folks hated Indians, and he would have been stigmatized by revealing his story.  But in 1928, Frank Latta was working on an oral history of the San Joaquin Valley, heard about the 85-year old Mayfield, and went to visit him.  For the first time, Mayfield had an eager listener, and he gushed stories for several months, until he died.

Indian Summer is the story of his time among the Yokuts.  It’s just 123 pages long, with large type.  The writing is simple, just the facts.  His story is the only eyewitness account of a colonist who knew California Indians when they were still wild and free, living in their traditional manner.  It provides a wealth of details about how the Indians lived.

Even after Mayfield was a teen, old enough to take care of himself, his father left him with the Indians.  “He said that I was in better company with the Indians than I would be staying around the white towns with him.  There I would be in contact with saloons, gamblers, drunks, bums, and many other undesirables that I would not know at the rancheria.”  Whites were notoriously untrustworthy, and masters in the fine arts of vulgarity and profanity.

When he was in his eighties, Mayfield said, “There is no use trying to deny that the Indians I knew were, for the most part, naked savages.  But I have found that in the sixty-six or more years since I left them that just wearing a lot of clothes does not make people decent.  Neither does going around naked necessarily make people indecent.”  He added, “I knew the Indians in their natural state and I know that they were the finest people that I have ever met.”

In the good old days, Tulare Lake covered Kings County, and portions of Tulare and Kern counties.  It was the biggest freshwater lake west of the Mississippi, and it sometimes swelled to cover 760 square miles (1,968 km2).  A thriving fish mining industry was established by the Americans.  Four rivers once emptied into the lake, but water-mining farmers and land speculators diverted their flows, and the lake disappeared by 1910.  Tulare Lake is now called the Tulare Lakebed, flat dry land, mostly cotton fields.  In extremely wet El NiƱo years, like 1997, the former lake temporarily holds some water.  Now the Americans are pumping out the groundwater, and the land is sinking.  Some locations are falling two inches per month.  Roads are cracking, and pipelines are breaking.

There were 16 subcultures of the Yokut people, and there may have been up to 50,000 of them in the San Joaquin Valley 200 years ago.  Abundant wildlife and plant foods allowed them to live in high density for hunter-gatherers — in good health, usually peaceful, with a leisurely lifestyle.  By 2010, the valley was home to 3,971,659 Americans, and it had air pollution comparable to Los Angeles and Houston.  The current way of life does not have a long-term future.

Thomas Jefferson Mayfield was born in 1843, the same year as my great-grandfather, Richard Edward Rees.  Richard’s granddaughter Martha lived until 2009, and she remembered him well.  The Yokut people had lived in balance for several thousand years, but civilization furiously obliterated the wild paradise in less than three generations.  Bambi was splattered by a runaway freight train, and nobody lived happily ever after.  There may be important lessons here.

A huge and glaring omission from the book is California’s wars of extermination on the Indians.  The Tule River War was waged against the Kings River Yokuts at the time Mayfield was staying with them.  In the first 20 years of the American occupation of California, 90 percent of the Indians died.  Bounties were paid for the scalps and heads of Indians.  Who omitted the genocide — Mayfield, Latta, or the publisher?

The Destruction of California


Raymond Dasmann (1919–2002) was a professor of conservation biology, and the author of many books.  The poor fellow suffered from a devastating mental disturbance known as rationality, a condition that affects dozens of people in the civilized world.  He frequently experienced painful attacks of foresight and common sense.  Living in California, he was on the front line of the world war against the planet, an ecological blitzkrieg.  “When this war is finally won, the consequences will be as severe and irreversible as though we had fought a nuclear war,” he said.

Dasmann was born in San Francisco, in an era when there were few cars, the neighborhoods were pleasant, and men, women, and children felt perfectly safe, day or night, almost everywhere.  He was cursed to be born whilst the fossil energy blip was skyrocketing toward its climax, creating a bewildering whirlwind of immense change.  Young folks perceived the whirlwind to be normal, while older folks remembered better times, and were sickened by the senseless destruction, and the profound decay of society.

He wrote The Destruction of California when he was 45.  During his lifetime, the state’s population had grown six fold, spurred by a tsunami of immigration.  This was not good.  In the book, he described the various crises that were propelling the state toward disaster.  He wanted people to better understand the consequences of perpetual growth.  The book was published in 1965, 50 years ago.

Before colonization, California had been a cool scene for thousands of years.  Over time, the native hunter-gatherers learned how to live in a careful and respectful manner, and the ecosystem enjoyed jubilant health.  Their children were lucky to receive superb educations, which inspired them to live mindfully, in balance with the land.  The lasting marks that tribes left on the land were mostly mounds of discarded shells.

Later, the Spanish arrived, built missions, enslaved the Indians, introduced contagious diseases, and forced the natives to accept a foreign religion obsessed with world domination.  With the invaders came livestock and shipments of hay, which included the seeds of Spanish weeds.  The weeds were mostly annuals, and they were well adapted to thriving in a Mediterranean climate similar to California.  The grasses indigenous to California were primarily robust perennials that provided an excellent source of nutrition.

During drought times, there was less vegetation for the Spanish livestock to eat, leading to overgrazing.  The weed seeds sat patiently in the dust, waiting for a year when the rains returned.  Sadly, the weeds won.  The indigenous grasses are nearly extinct now.  Decade by decade, the quality of rangeland declined.  “In some places all that was left was worthless tarweed, star thistle, or cheat grass.”  Today, few people cruising through ranch country are capable of perceiving this glaring ecological train wreck.

Eighty years after the Spanish settled, a swarm of Americans rumbled into California, and they were out of their minds with Gold Fever.  They didn’t enslave Indians; they shot them.  Indians had been known to trade gold for glass beads, because gold was not super-big juju in their culture.  But gold made white folks crazy.  They would kill for it.  Gold was a magical rock that gave crazy people enormous illusions of grandeur.  With hydraulic mining, they channeled flowing streams through high-pressure nozzles and washed away entire mountains to extract the shiny rocks.

Early visitors to California were overwhelmed by the incredible abundance of wildlife.  Portions of the Central Valley looked like the Serengeti — herds of tule elk, pronghorn antelope, and black-tailed deer.  There were many wetlands.  “Here were birds in the tens of millions that darkened the sky when migrations sent them winging northward.”  In 1852, a man in Humboldt sat on a hill and observed 40 grizzly bears below.  The swarm of gold digging crazy people inspired other crazy people to get into the meat business via full-scale industrial hunting.  By 1910, the wildlife was in tatters.

Crazy people also became giddy with greed at the sight of 4,000 year old redwoods, 27 feet (8m) in diameter.  They sharpened their axes and went wacko.  Profits were invested in technology that enabled them to cut more and more.  There was no plan to leave anything for future generations.  The plan was to make as much money as possible, as fast as possible.  Floods washed away highways, bridges, and entire communities.  Fish perished in the silt-choked streams.  When Dasmann was writing, it looked like the old growth would be gone in 16 years.  At the same time, the community of Arcata was fiercely resisting the proposed creation of Redwood National Park.

Hordes of well-educated elites, who did not suffer from rationality, were delighted to get rich quick promoting the rapid growth of ghastly megacities in arid regions having minimal freshwater resources.  As the consumer mobs swelled in size, more streams were dammed, new aqueducts were built, rivers were pumped over mountains, and ancient water was removed from aquifers.  Nobody questioned this.  “Since growth is by definition progress, and progress is by definition good, this is deemed to be answer enough for any but a fool.”

Dasmann was driven out of his wits by this highly contagious pandemic of Get Rich Quick Fever.  Yet he was not an eco-revolutionary who recommended turning the clock back 400 years.  He didn’t preach the gospel of ecological sustainability.  His dream was quite modest; stop making things worse — think!  He worried about environmental destruction, the growing populations of people and automobiles, and the ongoing threat of water shortages.  Today, we can add to this list climate change, economic collapse, and growing limits on energy and other resources.  It’s 50 years later, and the crazy growth has not stopped.

The Indians lived in the same land for thousands of years without destroying it.  This is called “primitive.”  If whites had never arrived, the land would still be incredibly healthy.  But the blitzkrieg arrived in 1769, and the destruction has been accelerating at an exponential rate.  This is called “progress.”  The root problem here is not genes, but culture.  During the pilgrimage from womb to grave, every human floats in the currents of culture, like fish swim in water.

Indian children received superb educations because they lived in rational cultures that were mindful about not rocking the ecological boat.  Today’s kids are taught to work hard, shop like there’s no tomorrow, and leave the bill for their descendants.  Those who rock the boat the hardest earn the highest social status.  This screwy ritual is reinforced by teachers, preachers, peers, parents, the media — everywhere, all the time.  To break out of this toxic trance, a cultural meltdown is required.  Maybe we’ll be rescued by a beneficial calamity.

It’s difficult to question the madness.  We have a hard time comprehending how destructive and irrational our society is.  It’s nearly impossible to wrap our heads around the notion that the Indians enjoyed a way of life that had a long future.  It’s very hard for us to understand ecological intelligence, and desire it.  Thinking outside the box requires us to summon our inner power and leap into the unknown.  We have nothing to lose.
